Objective: A reproducible local Elixir toolchain that satisfies the declared constraints.

The repo declares elixir: "~> 1.15" in mix.exs and depends on Ash 3.x, Phoenix 1.8 and
LiveView 1.1. Nothing is installed on the dev machine yet.

Files:

Create: .tool-versions (asdf) or .mise.toml
Modify: README.md

Steps:

Choose a version manager (asdf or mise) and install Erlang/OTP + Elixir.
Pin both to the repo as .tool-versions, e.g. erlang 27.2 / elixir 1.18.3-otp-27.
Verify: elixir --version and mix --version.

Verify:

elixir --version   # prints Elixir + Erlang/OTP versions
mix --version
