Objective: Machine-derived links will be wrong sometimes; there must be a reviewed,
version-controlled way to fix them without patching the importer.

Files:

Create: priv/data/overrides/translations.csv
Create: lib/first_thousand_words/import/overrides.ex
Modify: mix f1000.import.concepts

Steps:

CSV columns: source_lang,source_word,target_lang,target_word,action
(action in set | replace | exclude).
Loader applies overrides after machine import, in the same transaction.
Log every override applied with counts, so the delta from machine output is visible.

Verify: add an override for a deliberately wrong link, re-run, assert the link changed and
the run reported 1 override applied.
